Consider Adopting the Final 2019 Budget.

Action Requested:
The Northfield City Council consider adopting the attached resolution approving the final budget for 2019.
Summary Report:
Budget development for 2019 began in June of 2018 and the preliminary budget was passed in September. Two budget resolutions are attached, corresponding with the 4.4%, and a 4.9% levy increase.
Once the final budget is passed, the budget book will be created and electronically distributed, as well as posted on the City website under the Finance Department tab.
Alternative Options:
These two alternatives were discussed at the Council meeting on November 20th as options to be presented. Staff is encouraging Councilors to submit any questions or comments on the final budget and levy action items by Noon on Monday, December 3rd. In particular, if there are any other proposed resolutions we would strongly request contacting the City Administrator by that time in order to prepare for the meeting.
Council may make changes to the 2019 budget throughout the 2019 year through budget amendments.
Financial Impacts:
The budget is a planning tool. It is used to keep spending levels on track with revenue received.
Tentative Timelines:
The City must pass a final budget for submission to the State of Minnesota in December.
