Consider Accepting Bids and Awarding Contract - 2018 Spring Creek Road Reconstruction Project.

Action Requested:
Staff recommends approval of the attached Resolution accepting bids and awarding the contract for the 2018 Spring Creek Road Reconstruction Project (STRT2018-A38).

Summary Report:
The City Council is being asked to award the contract for the 2018 Spring Creek Road Reconstruction Project (STRT2018-A38). The Plans and Specifications were completed by Short Elliot Hendrickson Inc. (SEH) and approved at the August 21, 2018 City Council Meeting. The Council authorized the advertisement for bids via Resolution 2018-073. The project was advertised for the minimum 21 days as required by Minnesota Statutes Chapter 429. The ad for bid was published in the Northfield News, on the MnDOT eAdvert site and City of Northfield website.

The project limits are included in Attachment 2.

The City received six (6) competitive bids, which were publicly opened and tabulated on September 20, 2018 at 2:00 p.m. The bids ranged from $1,121,139.39 to $1,347,393.15 (Attachment 3) with the lowest responsible bidder being BCM Construction with a total bid amount of $1,121,139.39. This bid compared to the engineers estimate of $1,597,690.78. The project is identified in the 2018 - 2022 Capital Improvement Plan (CIP), and funding for the project is a combination of enterprise funds, Municipal State Aid (MSA) funds and bonding as outlined in the tables below.
Alternative Options:
City Council could delay this project; however, Staff does not recommend this option.

Financial Impacts:
Due to re-scoping from the original half-urban - half-rural road section to a full-rural section, engineering overhead costs have increased from the original approved contract with SEH. City...
