Consider Joint Resolution for Orderly Annexation with Northfield Township.

Action Requested:
The Northfield City Council approves the attached Resolution for Orderly Annexation with Northfield Township.
Summary Report:
The City of Northfield and Northfield Township have previously entered into Resolution 2001-318 (Attachment 2) which is a Joint Resolution for Orderly Annexation between the City of Northfield and Northfield Township. This Orderly Annexation Agreement designated the Subject Area as in need of orderly annexation, and contains terms and conditions for the future annexation. The City and Township agree that those terms and conditions contained in Resolution 2001-318 should not apply to annexation of the Subject Area designated. Therefore, this Joint Resolution (Attachment 1) shall serve as an amendment to and supersede Resolution 2001-318, but only with respect to the Subject Area legally described and depicted the attached Joint Resolution. Furthermore, Resolution 2001-318 shall otherwise remain in full force and respect to all other areas designated in Resolution 2001-318. Staff may in the future look at updating the Joint Maintenance Agreement with Northfield Township for the proposed improvement area on Spring Creek Road. (Attachment 3)
The Subject Area described and depicted in the attached Joint Resolution is required to construct Spring Creek Road from just south of Superior Drive to just north of Huron Court. City Council has approved the design, the project has been bid, temporary and permanent easements have been secured, and the project is scheduled for contract award at the November 20, 2018 City Council meeting.
