Consider Resolution Approving Budget Amendment for 2019 NAFRS Fire Truck to be purchased in 2018 utilizing reserve funds.

Action Requested:                     

The Northfield City Council is asked to consider the attached Resolution approving a budget amendment for 2019 NAFRS Fire Truck to be purchased in 2018 utilizing reserve funds. 

 

Note: This is a budget amendment and will require at least 5 Councilors voting in favor to pass.

 

Summary Report:

The City Council reviewed and discussed this item at the October 2, 2018 Council meeting.  The Council passed a motion to postpone to the October 16 Council meeting.

The Northfield Area Fire and Rescue Service (NAFRS) met at their meeting on September 30 and those in attendance unanimously recommended approval of the bid with an early payment discount factored in.  Please see attached information from the board meeting and final invoice explaining the request.

 

The Northfield City Council approved the 2019 NAFRS capital contribution in the total cost of $630,000, of which Northfield’s contribution is $450,891.00 on August 21, 2018.  The NAFRS Board approved the recommendation of the 2019 Capital Equipment Plan (Attachment 2) at their meeting on July 19, 2018.  The final capital contribution for 2019 approved by NAFRS and requested for Party authorization is $630,000 as outlined in the attached request letter (Attachment 3).  The replacement of the pumper is $620,000 with the remaining amount related to a hand-held infrared camera.

 

The capital items are included in the preliminary budget.  Staff is recommending Northfield’s pumper contribution to be funded from general fund reserves that would be transferred to the capital equipment fund.  The final funding would be determined through the final 2019 budget approval process.

 

Alternative Options:

If the City Council doesn’t approve, NAFRS would proceed with the same company as proposed for a full 2019 purchase and make up the additional $2,038 from their own funds.  This action has already been authorized by the Northfield City Council.

 

Financial Impacts:                     

2019 Council authorized $620,000 for NAFRS #8115 replacement
