Title
Consider Motion Establishing Scope, Project and Focus Area for the Northfield Transportation Advisory Committee.

Action Requested:
The Northfield City Council considers a motion to approve the scope, project and focus area for the Northfield Transportation Advisory Committee to include the following: Highway 246 Turnback (including additional review of improvements to the road including, but not limited to, a pedestrian underpass or overpass crossing for Jefferson Parkway); Rail Transport (freight, passenger, train noise), Transit, and Highway 19 corridor related initiatives.

Summary Report:
The City has a number of transportation related policy issues that are currently either active or potentially coming to discussion. Therefore, it is advised to consider creating a committee to assist in reviewing these issues. The City Council discussed this item at their September 4, 2018 City Council meeting and again at the October 2nd meeting.

Mayor Pownell is reviewing potential appointees for this committee. If any nominations come forward they would come this meeting as a supplemental memo or to a future meeting.

Alternative Options:
* The City Council include additional areas of review by requesting to remove from consent and discussion additions such as the following:
o Staff reviewed the suggestion of potential Highway 3 connections for more direct connections off Highway 3 to Highway 19/I-35 such as an extension and crossing of Honeylocust Drive. This is not recommended as it is not an emerging issue and we could also have the planning commission review.
o Staff reviewed the suggestion of reviewing potential Hall Avenue paving as well as extension of Maple Street. We are suggesting the Hall Avenue paving can be a Council financial policy discussion and that Maple Street will be reviewed in conjunction with further housing developme...
