Title

Consider Approval of Professional Service Agreement for Climate Action Plan.

Body

Action Requested:

Consider Motion to approve professional service agreement for Climate Action Plan with Great Plains Institute.

Summary Report:

The City requested proposals from consultants to prepare the Climate Action Plan (CAP).  The City received responses from three of the nine consultants solicited.   Staff and members of the CAPAB reviewed the proposals and identified Great Plains Institute as the preferred consulting team to develop the CAP for the City.  Staff will complete final details (ie legal name, etc.) in the agreement prior to execution.

Phase 1 will begin with the collection of data in 2018 and Phase 2 will begin in 2019, which includes the bulk of the work in preparing the plan.

A little background, the CAPAB has outlined the six core areas that would be contained within the CAP. The review committee agreed the Great Plains Institute had broad diverse knowledge of how action items could be developed for the core areas of the plan.

1.                     Energy

2.                     Transportation

3.                     Waste & Materials

4.                     Land

5.                     Food

6.                     Water, Wastewater, & Stormwater

If authorized, the Consultant will begin on Phase I of the CAP in October.

Alternative Options:

Financial Impacts:

The City budgeted $15,000 for Phase 1 in 2018 and is proposing $60,000 in the 2019 budget.  Phase 2 would be authorized by the City once the 2019 budget is adopted.

The proposal cost is $62,404.00 and is within the allocated and proposed budget for the project.
