Action Requested:
The Northfield City Council considers approving a Motion approving certification of adoption of 2017-2027 Water Supply Plan.

Summary Report:
The City of Northfield is required by the Minnesota Department of Natural Resources (MN DNR) to have a Water Supply Plan (WSP). The City of Northfield's WSP was approved by the Minnesota Department of Natural Resources (MN DNR) on May 24, 2018 (Attachment 2 - approval letter). The WSP was reviewed by the Environmental Quality Commission on October 11, 2018.

With the plan approved by the MN DNR, the City Council is requested to consider approving a motion approving certification of adoption (Attachment 3) of the Water Supply Plan. This plan is valid for ten years (2017-2027) at which point it would need to be updated and reapproved.

The ten year Water Supply Plan (WSP) is required for public water suppliers serving more than 1,000 people in Minnesota. The purpose of the WSP is to help water suppliers: 1) implement long term water sustainability and conservation measures; and 2) develop critical emergency preparedness measures.

A few of the key items related to Northfield's Water Supply Plan are as follows:
- Average Daily Usage of Water for the Entire City is 2.04 Million Gallons Per Day in 2015.
- The City's Residential Per Capita Water Demand was 45.12 gallons per day in 2015, while the states goal for cities is to be less than 75 gallons per day per capita.
- The City has five wells that are operational.
- The City has a Minnesota Department of Health Wellhead Protection Plan that was adopted in 2013 and is valid through 2023.
- The City has an interconnect for its water supply with the City of Dundas allowing both City's to provide water to the other.
