Consider Approval of Public Works Banner Policy.

Action Requested:                     

The Northfield City Council approves a motion adopting a Public Works Banner Policy.

 

Summary Report:

The Public Works Department has prepared Street and Utility policies for Council consideration.  Staff has updated the Banner Policy based on City Council and Arts and Culture Commission input.

 

The Banner Policy was updated to allow for additional banners beyond the five that are currently identified in the policy, but this would require Council approval.  In addition, the banners are for temporary display and not intended to promote a particular branding element in Northfield. 

 

Staff has incorporated the feedback from the Arts and Culture Commission and the City Council in to the policy.   A copy of the policy is attached showing the redline changes and modifications.  Some of the changes include: if banners are to be expanded beyond the five existing banner designs, it would need City Council approval; the Heritage Preservation Commission will be part of the Public Art Review Committee process through a designee on the PARC for banners in the historic district, an added exhibit showing the locations of the banners and a public comment period prior to ACC approval.

 

The NDDC was consulted, in addition to past guiding document review, in determining the location of the banners identified in the Exhibit A.
