Consider Resolution for 2020-2021 MnDOT Local Partnership Program Grant Submittal for Trunk Highway 246 and Jefferson Parkway Roundabout Improvements.

Action Requested:
The Northfield City Council approves the attached Resolution requesting grant funds through submittal of a MnDOT Local Partnership Program grant for the Jefferson Parkway and Trunk Highway 246 Roundabout Improvements.

Summary Report:
The City of Northfield recently applied for MnDOT funding through the Municipal Agreement Program and Local Road Improvement Program for the improvements at Jefferson Parkway and TH 246. The City was unsuccessful in those solicitation requests. However, there is another funding program in the MnDOT Local Partnership Program that has $483,480 available in 2020 and 2021.

In 2020, the TH 246 and Jefferson Parkway roundabout is estimated to cost $1,857,000. If successful, $483,480 could be used to offset the costs. The City local cost would be $1,373,610. At this time, staff would recommend use of State-Aid funds for this improvement. If selected this can be further reviewed with Council.

The grant application is due October 31, 2018 and the selected project will be announced December 1, 2018. Staff recommends the City pursue this funding opportunity.

Alternative Options:
There are still opportunities for other funding through future applications or through a turnback of TH 246. Concurrent with this request, staff intends to continue to pursue the "State turnback" alternative. The last item on the City Council agenda includes a discussion related to the potential projects for the Northfield Transportation Advisory Committee to work on.
