Summary Report:

In 2017, the City Charter Commission had proposed an amendment to Section 3.8, Subd.2 related to duties of the Mayor that ultimately was reviewed by the City Council but was not approved.  There have been ongoing discussions since that time amongst the Charter Commission about possible amendments to this section taking into consideration Council feedback. Additionally, the City Attorney, City Administrator, Charter Commission Chair Heisler, Charter Commissioner Swift and Mayor Pownell have collaborated on potential options related to potential enhancements to this section of the City Charter.

 

The purpose of the meeting is to hear different perspectives and work cooperatively to see if there can be shared agreement on potential amendments that will enhance this section of the City Charter.  Mayor Pownell will lead the meeting and Charter Commission Chair Heisler will be sharing some background and perspectives from the Charter Commission.

 

Attached is a document that illustrates the current Charter language, a proposed new amendment that the Charter Commission is bringing forward for discussions, and other alternates as suggested as options by the City Attorney. Additionally, Mayor Pownell, Charter Commission Chair Heisler and City Administrator Martig collaboratively have prepared another amendment for consideration that is also included.

 

Again, this is discussion only and is an effort to focus on this topic and to explore how we can together work toward improving this section of the Charter.
