Consider Resolution Approving Plans and Specifications and Order Advertisement for Bids for 2018 Spring Creek Road Reconstruction Project.

Action Requested:

The Northfield City Council approves the attached Resolution approving the plans and specifications and authorizing the advertisement for bids for the 2018 Spring Creek Road Reconstruction Project.

 

Summary Report:

The City Council is being asked to pass a resolution approving the plans and specifications and authorizing the advertisement for bids for the 2018 Spring Creek Road Reconstruction Project (2018STRT-A38).  This project includes the reconstruction of Spring Creek Road from just south of Superior Drive to just north of Huron Court.

 

The original project scope approved by City Council included a half-urban west side and half-rural east side typical road section.  During initial design, Staff, along with the design consultant, discovered that numerous retaining walls and extensive grading operations would be necessary to accomplish the original design concept.  This additional work, which was not included in the original feasibility report, pushed costs up dramatically from the original estimate.  Staff, along with the design engineer, brought back additional options for the City Council to approve at the July 10, 2018 City Council meeting.  City Council approved the current typical section (Attachment 2) at that meeting.

 

To date, the City Council has moved this project forward with the actions shown on the project process (Attachment 3). The plans and specifications are available on the City’s website (see Attachment 4 “Link to Plans” and scroll to the bottom of the page under “MAPS/PLANS/FILES  and click on “Approved Plans).

 

The project will be advertised for a minimum of 21 days as required by Minnesota Statutes Chapter 429. The project will be advertised in the Northfield News and on the MnDOT e-Advert site. Staff is proposing to open bids at 2:00 p.m. on September 20, 2018. Results will be reviewed and tabulated and then presented to the City Council on October 2, 2018, with a recommendation for awarding the project. Construction is anticipated to begin in the spring of 2019.

 

Staff is recommending the City Council approve the attached resolution and authorize the advertisement for bids for the 2019 Spring Creek Road Reconstruction Project.

 

Proposed Improvements:

The proposed street section from just north of Huron Court to Jefferson Parkway (Attachment 2) will include a rural section including two-12’ driving lanes, 5’ paved shoulders.  The proposed street section from Jefferson Parkway to just south of Superior Drive (Attachment 2) will include two-12’ drive lanes, a 5’ paved shoulder with a rural ditch section on the east side, and a 8’ paved shoulder with curb and gutter on the west side.  Concrete sidewalk will also be installed along the west side from Jefferson Parkway to the southern project limits.

 

Alternative Options:

The City Council could delay this project; however, Staff does not recommend that option.

 

Financial Impacts:

Below are the updated Total Project Costs and Total Project Funding.  Estimated project costs have decreased slightly from the approved amount estimated at the July 10, 2018 City Council Meeting when City Council directed Staff to pursue the Rural Option design.

 

 

 

Tentative Timelines:

The bids will be received on September 20, 2018 with projected award on October 2, 2018. Construction would occur during the 2019 construction season with a completion date by September 2019.
