Consider Resolution Approving Application to Minnesota Pollution Control Agency Environmental Assistance Grant for the Northfield Climate Action Plan

Action Requested:
The Northfield City Council approves the attached Resolution for application to the Minnesota Pollution Control Agency's Environmental Assistance Grant for the Northfield Climate Action Plan.

Summary Report:
The purpose of this grant application is to request funding from the MPCA to assist in the costs for create the City's Climate Action Plan. As part of the City's 2017 Strategic Plan, Climate Change Impacts Strategic Priority Area is to develop and implement a Climate Action Plan.

The City has been work with member of the Northfield Climate Action Plan Advisory Board (CAPAB) to complete the grant application (attachment 2). The proposed grant will assist with offsetting the costs for a Consultant assist in the development of the plan.

The requested grant amount is $30,000 and requires a local match or inkind services of 25%. Staff along with CAPAB is recommending combination of in-kind services from member of the CAPAB along with the current funding in 2018 for the Climate Action Plan ($15,000 currently in 2018 budget).

The grant application deadline for this 2018-2019 Grant Period is June 26, 2018. The program has $493,000 available for grant awards with the City project being eligible for $30,000. The City should know within 60 days if the grant is successful.

Alternative Options:
Deny the request to approve the grant application for the MPCA grant.

Financial Impacts:
The City has $15,000 currently in the 2018 Budget, $7,500 is proposed to be used leverage the additional funds from the MPCA.
