Consider Resolution Authorizing Second Amendment to Northfield Area Fire & Rescue (NAFRS) Joint Powers Agreement.

Action Requested:
Northfield City Council approves a Resolution Authorizing Second Amendment to Joint Powers Agreement.

Summary Report:
See attachment for background information. Staff has requested a full, clean version of the proposed contract to be provided in advance of the action. Staff will send as a supplemental memo to Council once we receive those. In the meantime, the background memo has explanations including proposed "redline" and "final" language references proposed.

Staff has attached the current JPA Agreement and Amendments that were approved earlier this year. Final signed copies are not yet available as they are still in process for signatures.

Staff has also included some other reference materials from the League of Cities and a Fire Training service that gives some additional background on the structural formula that the original and proposed modified NAFRS JPA formulas have derived significant components from.

City Administrator Martig will present the information at the meeting. NAFRS Board Representatives Bron J. Scherer, CPA and Glen Castore for questions. Additionally, Councilor Peterson-White serves on the NAFRS Board and may also have input as it relates to the proposal.
Alternative Options:
Pursuant to paragraph 27.e of the Agreement, the City may approve, modify or deny by resolution the amendment proposed by the NAFRS Board.

The following is not a recommended alternative by staff. However, should Council not support the changes they may remove and replace as follows:
