Consider Approval of Third Party Services for 2018 City Administrator Performance Evaluation

Action Requested:
The Northfield City Council considers a motion approving Barbara Strandell to provide facilitation and coaching services as part of the 2018 City Administrator Performance Evaluation process.
Summary Report:
The Council Employment Policy Committee interviewed Barbara Strandell and Craig Rapp after submittal of proposals to provide third party services for the 2018 City Administrator performance evaluation.
Craig Rapp interviewed by telephone on April 10, 2018. Barbara Strandell interviewed in person on April 18, 2018. The committee asked each consultant to respond to a set of interview questions related to their overall experience and specifically working with groups evaluating performance of a leader. Rapp and Strandell have many years of public sector experience assisting organizations with organizational development needs.
After discussion, the Council Employment Policy Committee came to consensus and recommends Barbara Strandell.
Alternative Options:
Select another third party to assist with performance evaluation summary, facilitation of Council discussion, and coaching services as it relates to the 2018 City Administrator Performance Evaluation.
Financial Impacts:
$925 estimate for 5 hours of service as outlined in attached proposal.
Tentative Timelines:
Third party will assist the City Council with 2018 City Administrator Performance Evaluation as outlined in the policy and timeline approved on April 17, 2018. City Administrator performance evaluation is scheduled for May 15, 2018.
