Presentation of Pavement Management Study

The Northfield City Council is asked to review and discuss the City’s Pavement Management Study.
Summary Report:
In 2017, the City worked with a consultant, Goodpointe Technology, to provide updated Pavement Condition Index (PCI) ratings for City streets. This process involved the consultant driving and video recording every street. From there, the Consultant utilizes a program that measures the pavement cracks and distresses from the video. The cracks and distress are assigned a severity level of (low, medium, high) and then a pavement condition rating is provided for each street segment.
The PCI rating is on a scale of 1-100 with 100 being a brand new street and 0 a street almost back to gravel. The attached map shows the City street network with ratings for each street. The program provides a PCI rating for the overall City network of 74.
With updated rating on the street network, this allows the City to utilize the pavement management system to run scenarios related to PCI goals and funding necessary to achieve those goals.
Staff has prepared a presentation, which will elaborate on this in more detail. This will be sent out in a supplemental memo.
