Consider Resolution Restricting Parking on the East Side of Division Street from Seventh Street South 220 Feet.

Body
Action Requested:
The Northfield City Council approves the attached Resolution establishing a parking prohibition on the east side of Division Street from Seventh Street south 220 feet.

Summary Report:
The City of Northfield is currently in the final stages of design for the Division and Seventh Street Reconstruction and Washington Street Mill and Overlay and various parking lots project. Division Street from Sixth Street to Eighth Street, which is proposed for reconstruction, is currently part of the City of Northfield's Municipal State-Aid (MSA) street system. Therefore, MSA funds are being used as a funding source for eligible items on the reconstruction project. Currently there are no parking prohibitions along the existing street.

Due to the proposed street section design, which includes an 11' drive lane and 2' curb and gutter along the east side half of the road in the area proposed, and the overabundance of private driveway access, parking is not geometrically feasible to meet State-Aid design standards. Therefore, MnDOT has required that the Municipality pass a Resolution establishing a no parking area that has been created as a result of the proposed design (Attachment 2). This area also had no parking stalls proposed in the previously adopted City Council preferred concept (Attachment 3).

Alternative Options:
The City Council could choose not to approve the parking Resolution; however, MnDOT has requested that this no parking resolution be passed as part of the project approval process.

Financial Impacts:
The cost for the no parking area would be minimal, and would be included in the cost of the proposed reconstruction project.
