Consider Community Event In-Kind Grant Support

Action Requested:

The Northfield City Council:

1.                     Approves in-kind community grant support and events (as of March 1, 2018) as shown on attachment 1;

2.                     Determines that the events 1) promote the health, safety and welfare of the city, and 2) do not have as its primary objective the benefit of a private interest; and

3.                     Authorizes staff to enter into license agreements with event sponsors using the City’s cooperative license agreement template for community events.

 

Summary Report:

The 2018 budget includes $42,175 for community event in-kind grant support.  To-date, the City has received 10 community event applications, including four new events. A brief summary of the events is shown on attachment 1.  Staff anticipates at least 12 additional applications for regularly reoccurring events.

In 2015, Council authorized staff to enter into license agreements with event sponsors using the City’s standard cooperative license agreement template for community events.  As noted above, this process is proposed for 2018.  Other than minor technical updates, the agreement template has remained the same.

 

Additional approvals and requests for in-kind grant support will be brought to Council at a future date.  Any requested deviations from the community events policy or standard license agreement will also be brought back to Council for review and consideration.

 

Alternative Options:

City Council could modify or deny the proposed in-kind grant awards.

 

Financial Impacts:                     

The 2018 budget includes $42,175 for community event in-kind grant support.  The requests to-date total $3,200 as shown on attachment 1.  In-kind grant requests for the reoccurring events are estimated at $36,500.  This estimate is based on past requests.  The exact amount will not be known until the applications are received and reviewed by staff.  This would leave approximately $2,475 of in-kind grant assistance available. 

 

Tentative Timelines:                     

Staff began receiving community event applications in early January.  Some of the event sponsors would like additional time to promote their events and would like to know that the events are approved and whether they are being awarded in-kind community grant support if requested.  Staff will bring additional requests forward as they are received.
