Consideration of a Resolution Approving Municipal Consent to Rice County State Aid Highway 1 Improvements (SAP 66-601-20).

Action Requested:                     

Northfield City Council approves the attached Resolution approving Municipal Consent to Rice County State Aid Highway 1 Improvements (SAP 66-601-20).

 

Summary Report:

Rice County is planning to undertake major roadway improvements along County State Aid Highway (CSAH) 1 (110th Street east) from T.H. 3 to T.H. 246 (approximately 1.61 miles in length). A portion of the project is located partially with the Northfield City Limits, and as required by State Statue 162.02, Subd. 8, the County is required to obtain City approval for the plans:

 

                     162.02 COUNTY STATE-AID HIGHWAY SYSTEM.

                     Subd. 8. Approval by city.

Except as provided in subdivision 8a, no portion of the county state-aid highway system lying within the corporate limits of any city shall be constructed, reconstructed, or improved nor the grade thereof changed without the prior approval of the plans by the governing body of such city and the approval shall be in the manner and form required by the commissioner.

On January 17, 2017, City Council passed Resolution 2017-007 (Attachment 3) approving a cost share of $115,000 earmarked for the proposed pedestrian, bicycle, and related non-vehicular improvements, which include an underpass and trail along the south side of CSAH 1.  The Resolution approving the Cost Share Agreement is included in the consent agenda this evening as well.

The primary scope of the improvement project is a complete reconstruction of a basic 24’ rural section with gravel shoulders to 54’-60’ rural section with paved shoulders, and dedicated center and right or left-hand turn lanes.  The improvement also includes the addition of a round-about at the intersection of CSAH 1 and Highland Parkway (Dundas). 

The Title Sheet (Attachment 3), from the draft set of plans, is attached to this City Council report.  A full set of preliminary plans is available in the Engineering Department.  Construction is scheduled to begin in May/June of 2018 and be completed in November 2018.

Staff has included a copy of the detour route in the attachments.  There will be increased traffic loads on these area roadways.   The detour signage is included but there are no additional traffic controls proposed with this detour route at this time.  Staff’s expectation is that if there are any additional controls that are determined to be necessary to implement as a result of the construction detour that Rice County be responsible to implement them at their cost.  Please note the City will also be reconstructing Spring Creek road during the same construction season so there are limited alternate routes for traffic detoured in the area.

Dennis Luebbe the County Engineer will be present to provide an update on the project timeline and go through the detour route.  He can answer any questions the Council may have on the project.

None contemplated.

 

Financial Impacts:

No financial impact related to this Resolution approving Municipal Consent to Rice County State Aid Highway 1 Improvements (SAP 66-601-20).

 

There is a financial impact to the Cost Share Agreement for the related trail as included in the consent agenda for this evening (total $115,000).
