Consideration of Resolution Approving the Cost Share Agreement with Rice County for County State Aid Highway 1 Improvements (SAP 66-601-20).

Action Requested:                     

The Northfield City Council approves the attached Resolution approving the Cost Share Agreement with Rice County for County State Aid Highway (CSAH) 1 Improvements (SAP 66-601-20).

 

Summary Report:

On January 17, 2017 the City Council passed Resolution 2017-007 (Attachment 2) committing $115,000 towards the CSAH 1 Improvements, specifically for the underpass and trail improvement proposed on the South side of CSAH 1 from the underpass near the Locust Development trail connection to Highland Parkway (Attachment 3).  Additionally, the City of Dundas and Bridgewater Township have committed $115,000 and $30,000 respectively for the non-motorized improvements.  The Cost Share Agreement (Attachment 4) details responsibilities of both the City of Northfield and Rice County for the City of Northfield’s $115,000 financial commitment to the CSAH 1 Improvement Project.

 

Alternative Options:

The City Council could choose not to approve the Resolution; however, Staff does not recommend that option. 

 

Financial Impacts:

$115,000 financed over 5 years interest free, which equates to five equal payments of $23,000 due on December 1 of each year starting in 2018.  This money was included in the approved tax levy.

 

Tentative Timelines:                     

Construction is scheduled for 2018.
