Discussion and Review of City Identification Ordinance and Program

Action Requested:
The Northfield City Council receives a presentation and is being asked to discuss City Identification.
Summary Report:
The Human Rights Commission presented information on Municipal Identification to the City Council on September 12, 2017. Attached is the presentation and related information from that meeting (attachment 1).
Staff is working on the due diligence review of this item, but there are still details to be researched and reviewed. A working draft of a proposed ordinance (attachment 2) has been prepared by City Attorney Hood. The ordinance is in draft form and still under review by staff. Also attached is a memo from City Attorney Hood (attachment 3) discussing legal issues associated with Municipal ID.
Staff will review the above information as well provide an update on the research and review thus far. Additional information will be provided in a supplemental memo.

Tentative Timelines:
The proposed timeline, depending on direction from Council at this meeting, is as follows:
• December 5, 2017 - First Reading of Ordinance
• December 12, 2017 - Second Reading of Ordinance
• Implementation first quarter of 2018
