Consider Confirmation of Mayoral Appointments to the Council City Employment Committee.

Action Requested:
The Northfield City Council approves a motion to confirm the appointment of Mayor Pownell, Councilor DeLong and Councilor Colby to the Council City Employment Committee.
Summary Report:
At the November 14th Council meeting, the City Council approved a Resolution Establishing a “Council City Employment Committee.” The resolution is provided as an attachment to this agenda item.
Mayor Pownell is appointing the following members and committee chair:
Councilor DeLong
Mayor Pownell
Councilor Colby
The City Council is being asked to consider approval of the appointments by the Mayor in conjunction with Section 2-65(a). The following Section 2-65 of the City Ordinance outlines the use, purpose and establishment procedure for Committees of the Council.
Sec. 2-65. - Committees.
(a) All council committees shall be appointed by the mayor either upon his/her own initiative or upon the majority vote of all of the members of the council.
(b) Each committee shall consist of three members of the council, and the chair of each committee shall be designated by the mayor. Each committee member shall serve as appointed unless excused by a majority of the members of the council.
(c) Any matter brought before the council for consideration may be referred by the presiding officer to the appropriate committee or to a special committee appointed by him/her for a written report and recommendation before it is considered by the council as a whole. Each committee report shall be signed by a majority of the members and shall be filed with the city clerk prior to the council meeting at which it is to be submitted. Minority reports may be submitted. Each committee shall act promptly and faithfully on any matter referred to it.

Mayor Pownell has the authority to designate the chair of each committee as outlined in Section 2-65 (b). and will do so after the appointments are confirmed.

Tentative Timelines:
If approved, staff will work to establish a first meeting in the next 30-days and the “roles and responsibilities” would be one of the first items of business along with some other personnel policy related items that are pending for Council review.
