Action Requested:
The Northfield City Council approves the attached Resolution requesting grant funds through submittal of a MnDOT Local Road Improvement Program (LRIP) grant for Jefferson Parkway and Trunk Highway 246 Roundabout Improvement.

Summary Report:
The City of Northfield recently applied for MnDOT funding through the Municipal Agreement Program for the improvements at Jefferson Parkway and TH 246. The City was unsuccessful in that solicitation request. However, there is another funding program LRIP that has roughly $25 Million available for grant requests. If selected, the funds could be used in 2018, 2019, or 2020.

The LRIP program maximum funding request is $1 Million. Due to this, the roundabout improvement at the intersection is estimated to be roughly $1.8 Million in 2019, staff would request $900,000 through this program. The funding would not include any toward an underpass which if pursued would be a local responsibility if included or require other funding source.

The grant application for this program is due November 3, and review of the applications occurs in early 2018, with tentative award announcements set for March. Staff recommends the City pursue this funding opportunity.

Alternative Options:
There are still opportunities for other funding through future applications of the transportation alternative program or through a turnback of TH 246. Staff will continue to explore both of these alternatives proactively.
