Presentation by Northfield Human Rights Commission on Recommendation for City to Pursue Municipal Identification.

Action Requested:
The Northfield City Council will receive a presentation from representatives of the Human Rights Commission regarding Municipal Identification.

Summary Report:
Neighbors United, a diverse group of Northfield residents, has been working since February 2017 gathering information and support to launch a Municipal I.D. program in Northfield. The group met with City of Northfield representatives beginning in May of 2017. The issue was recommended to be reviewed by the Northfield Human Rights Commission for review and advisement on the topic.

The Northfield Human Rights Commission reviewed the issue at their July 13, 2017 meeting and assigned several volunteers to research the issue further. At their August 10 meeting, the Northfield Human Rights Commission formally acted on a recommendation for City Council to pursue a City of Northfield identification program.

Attached is a presentation from the Northfield Human Rights Commission related to municipal identification including its benefits to Northfield.

Staff is not involved in the presentation of this item. Some issues have been reviewed but many details have not been vetted at the staff level. The intent is to see what questions, comments or concerns council may have at this worksession. Staff would be seeking future direction from council to dedicate resources to research the issue further on implementation for the City, or not. See tentative timeline below for Council date for direction.
