Approve Resolution authorizing the City of Northfield on behalf of the Police Department, to enter into an updated Joint Powers Agreement with the State of Minnesota for use of the Criminal Justice Data Communications Network

Action Requested:
The Northfield City Council is asked to approve the attached resolution authorizing the new Joint Powers Agreement (JPA) between the City of Northfield and State of Minnesota Bureau of Criminal Apprehension, for Police Department access to and use of the Criminal Justice Data Communications Network (CJDN.) Approval of the resolution will authorize the Mayor and City Clerk to sign the JPA and Subscriber Agreement on behalf of the City of Northfield.

Summary Report:
The State of Minnesota via the Department of Public Safety, Bureau of Criminal Apprehension (BCA), has updated and improved systems for the electronic access of data via the CJDN. These systems have expanded to allow access between the State, Municipal and County Law Enforcement Agencies, District and State Courts, and other Criminal Justice entities. As part of this process, it is necessary for all agencies accessing data on the CJDN to enter into an updated JPA with the State.

The proposed Resolution, JPA, and Subscriber Agreement must all be approved and signed for the Police Department to continue use of the CJDN. Access to, and use of, the CJDN is critical to daily functions of the Police Department. These updated agreements are overdue at this time; the City Clerk and Chief of Police were just recently made aware of the need for the new JPA.

Financial Impacts:
