Summary Report:

The City Council is being asked to approve the above motion for a temporary liquor license for Imminent Brewing LLC for September 7 - 10, 2017 at 523 Division Street S.  Temporary on-sale liquor licenses are approved by the City and issued by the Minnesota Department of Public Safety Alcohol and Gambling Enforcement Division.

Staff met with representatives of Imminent Brewing, LLC to review the event.  The event will be held in the outdoor space adjacent to their facility.  The event will take place entirely on private property (Armory Square) owned by Kyoko Properties and will be fenced with appropriate entrance(s)/exit(s).  Imminent Brewing and Armory Square will be hosting licensed food trucks/vendors and Imminent will sell beers during DJJD weekend. In particular, they plan to host an "After Party" for the Rotary Club's Jesse James Bike Tour on Saturday which will include live music, food vendors, and a small Local Craft Beverage Festival (invitations are being sent to Loon Liquors, Keepsake Cidery, Tanzenwald and Chapel Brewing). These other craft beverage makers will also be invited to sell their libations on site, or hand out samples, as the case may be. Imminent has offered to provide a free beer to each rider in the Jesse James Bike Tour as a Thank You for their participation and to encourage riders to venture downtown after the race. Armory Square is also hosting as the start/finish line for the runners on Sunday morning, so we plan to greet the runners and offer beer and food  for sale (if there's any left!) upon their return. Throughout the weekend, Armory Square and Imminent Brewing will have extra help on hand to man the gate/watch the perimeter and check IDs - the policy will be to ID everyone and give out wristbands ONLY to those individuals who are over 21 and have their ID on hand (similar to DJJD Committee's policy).

In addition to clubs, charitable, religious, or other nonprofit organizations, the City may issue to a brewer who manufactures fewer than 3,500 barrels of malt liquor in a year or a microdistillery a temporary license for the on-sale of intoxicating liquor in connection with a social event within the municipality sponsored by the brewer or microdistillery.  Temporary licenses are limited to a total of 12 days per year, to any one organization or any one location within a 12-month period.  Imminent Brewing has been issued a one-day temporary license in 2017.  If approved, this temporary license will bring them to a total of 5 days to-date in 2017.
