Consideration of Northfield Community Resource Center (NCRC) Senior Center Mechanic Systems Funding.

Action Requested:
The Northfield City Council authorizes funding of $5,000 from the NCRC Fund Balance for a Mechanical Systems Review of the Senior Center Pool Area. (This requires a super majority vote of at least five members of the City Council for this budget amendment.)

Summary Report:
On July 11, 2017 staff updated Council with potential repairs of the NCRC Senior Center Roof. Staff engaged ATS&R Architects to review the roof and provide a scope of work on the needed repairs. Prior to proceeding any further, ATS&R recommended a review of the mechanical testing and balancing on the air circulation and pool dehumidification to make sure it is operating properly for the space at the operation temperature of the pool.

Staff is recommending that we have the mechanical review performed prior to completing any roof repairs to ensure the scope of the project does not need to be expanded. At the July 11 Council meeting, Council raised questions regarding; remaining warranty on the roof, shingle life, and when the last bond payment was received. Staff is still gathering this information and will provide this as we bring forward a recommendation later in August.

Alternative Options:
Council could elect not to move forward with the mechanical review of the pool area. However staff feels it is directly related to the roof issues and that it is critically important to understand the potential other issues in order to have an effective long-term repair solution.

Financial Impacts:
The NCRC Fund Balance is $113,929 as of June 30, 2017. There are also additional expenses planned within this fund balance estimated between $9,500-12,500 related to the AEM Financial Solutions review of the project. The...
