Consider Approval of Updated Joint Powers Agreement with the Cannon River Drug and Violent Offender Task Force

Body
Action Requested:
The Northfield City Council approves the updated Joint Powers Agreement (JPA) with the Cannon River Drug and Violent Offender Task Force and directs the Mayor, City Clerk and Chief of Police to sign the JPA.

Summary Report:
The City of Morristown recently entered into an agreement with the Rice County Sheriff's Office to provide Law Enforcement services for the City of Morristown. As a result, the City of Morristown is no longer a member of the Cannon River Drug and Violent Offender Task Force (CRDVOTF.) This change has required modification of the CRDVOTF Joint Powers Agreement.

While it was being reviewed by attorneys, several other minor corrections and improvements were made to the JPA. Northfield City Attorney Hood has reviewed the attached JPA and has recommended approval. This JPA was recently approved by the Rice County Board. The other parties/cities of the JPA expect to approve the JPA in the next several weeks.

The Council approved the previous amended JPA for the CRDVOTF in January 2017, when Le Sueur County joined the Task Force.

The task force has been doing a great job confronting local drug and violence issues. The CRDVOTF Board recommends approval of the new JPA to properly reflect the makeup of the Task Force and to support the important work the agents are performing.

Alternative Options:
Council could decide not to sign the JPA and seek further revisions. The delayed approval could jeopardize the operations and funding of the CRDVOTF.

Tentative Timelines:
If approved by Council, the JPA will be signed by the Mayor, Clerk, and Chief as soon as possible, and will then be submitted to the Rice County Attorney's office to be included...
