Consideration of Authorization to Initiate a Request for Proposals (RFP) for 2018 Street Improvement Projects.

Action Requested:                     

Staff recommends a motion to approve authorization to initiate the Request for Proposals (RFP) for 2018 Street Improvement Projects.

 

Summary Report:

The adopted 2017-2021 CIP included the following projects to be completed during the 2018 construction season.  The projects are as follows:  (Attachment 1)

 

Division Street and Seventh Street Reconstruction

The Division Street and Seventh Street Reconstruction includes Division Street from Sixth Street to Eighth Street, and Seventh Street from Water Street to Washington Street.  This project is noted in the adopted 2017-2021 CIP as a complete infrastructure replacement with enhanced streetscape elements to match the existing projects that have been completed in the downtown area. In addition to this RFP, Staff anticipates utilizing a Complete Streets specialty design firm to incorporate information from the Northfield Downtown Streetscape Framework Plan, and the Complete Streets Policy to aid in the Streetscape/Complete Streets design process.  The proposed process will involve a Public Input Meeting to gather information from the public on what the improvements should inlcude.  This process will be completed outside of the scope of the 2018 Street Improvement Projects RFP.  Staff will direct solicit professional services of an experienced firm with background in streetscape and complete streets to complete this project task. 

 

Washington Street Mill and Overlay

The Washington Street Mill and Overlay includes Washington Street from Woodley Street to Third Street.  This project is noted in the adopted 2017-2021 CIP as a 1-1/2” pavement overlay.  In addition, streetscape elements, intersection pedestrian improvements, and Americans with Disabilities Act (ADA) improvements are expected to be completed with this project. Similar to Division Street and Seventh Street, streetscape and complete street layouts and renderings will be completed for Washington St. 

 

Downtown Parking Lots Rehabilitation

The Downtown Parking Lots Rehabilitation includes the Grand Parking lot, Washington Street and Fifth Street Parking Lot, and the Third Street Parking lot.  The Grand Parking lot is noted in the adopted 2017- 2021 CIP as a pavement reclamation.  Both the Washington Street and Fifth Street lot and the Third Street lot are noted as mill and overlay projects.  Additional analyzation of these parking lots will be performed as part of the RFP to make sure the proposed construction methods are still appropriate with the current pavement conditions.  Additionally, City Staff is proposing to include the City Hall Parking lot mill and overlay project as part of the Downtown Parking Lots Rehabilitation portion of the project.  Although this project is not included in the current adopted 2017-2021 CIP, due to the pavement condition, and the proximity of City Hall to the proposed project, City Staff believes this would be the logical time to complete this project.

 

Spring Creek Road Reconstruction

The Spring Creek Road Reconstruction project includes Spring Creek Road from Jefferson Parkway to Huron Court, which is noted in the adopted 2017-2021 CIP as an upgrade to a 40’ rural road section.  Additionally, Staff proposes to include in the Feasibility Report, Spring Creek Road from Jefferson Parkway to Superior Drive, and Spring Creek Road from Huron Court to Woodley Street.  These additional areas will be analyzed for inclusion in the 2018 Street Improvement Project.  Staff anticipates a two (2)-part feasibility report analyzing Spring Creek Road from Superior Drive to Huron Court as Segment #1, and Spring Creek Road from Huron Court to Woodley Street as Segment #2.

 

Alternative Options:

The City Council could decide not approve the RFP for the 2018 Street Improvement Projects; however, these project areas would continue to deteriorate, and maintenance cost will continue to increase.

 

Financial Impacts:                     

The proposed 2017 - 2021 CIP includes $3,579,302 in total project costs for the 2018 Street Improvements. However, due to additional Streetscape and Complete Streets elements, and possible project scope expansion, the total project costs are likely to increase.

 

Tentative Timelines:                     

1.                     City Council Request for Proposal Authorization - July 11, 2017

2.                     Proposals Due  - July 31, 2017

3.                     Proposal Award  - August 8, 2017

4.                     Design Completion - March 2018

5.                     Construction - Summer/Fall 2018
