Title

Consider Accepting Bids and Awarding Contract - 2017 Street Reclamation Project

Body

Action Requested:

Staff recommends the approval of the attached Resolution accepting bids and awarding the contract for the 2017 Street Reclamation Project (STRT2017-A36).

Summary Report:

The City Council is being asked to award the contract for the 2017 Street Reclamation Project (STRT2017-A36).  The Plans and Specifications were completed by the City of Northfield Engineering Division, and at the May 16, 2017 City Council Meeting, the Council authorized the advertisement for bids via Resolution 2017-043.  The project was advertised for the minimum 21 days as required by Minnesota Statutes Chapter 429.  The ad for bid was published in the Northfield News, and on the MnDOT eAdvert site and City of Northfield website.

The project scope includes work on the following streets (Attachment 2):

Maple Street from Woodley Street to Ninth Street (including sidewalk)

Ninth Street from Maple Street to Nevada Street (including sidewalk)

Nevada Street from Ninth Street to Seventh Street (including sidewalk)

                     Bunday Court

                     Hillside Court

Professional Drive from Woodley Street to TH 3 Frontage Road

Marvin Lane from TH 246 to Washington Street (including sidewalk)

Sibley View Lane from Jefferson Parkway to Sibley View Court

                     Sibley View Court

The City received four (4) competitive bids, which were publicly opened and tabulated on June 15, 2017 at 2:00 p.m.  The bids ranged from $810,132.25 to $872,332.15 with the lowest responsible bidder being Swenke Ims Contracting, LLC with a total bid amount of $810,132.25. This compared to the engineers estimate of $752,526.  This project is identified in the 2017 - 2021 Capital Improvement Plan (CIP), and funding for the project is a combination of enterprise funds, special assessments, and bonding as outlined in Attachment 3.

Alternative Options:

City Council may decide not to award this project; however, these roads will continue to deteriorate due to the condition of the current pavement surface, and future maintenance requirements will increase significantly.

Financial Impacts:

The total project cost includes funding for construction contingency and contract overhead.  The actual bid prices are 7% above the original Engineer’s Estimate performed at the time of Feasibility.  Staff has evaluated the bids, and found that the cost of the minor utility repairs came in at a much higher rate than initially anticipated.  As Attachment 3 shows, there is still sufficient funding to complete the project.

Tentative Timelines:

See the Project Process (Attachment 4) for upcoming project milestones.
