Consider Approval of Temporary Liquor License for Imminent Brewing, LLC for Tour de Save event on July 29, 2017.

Action Requested:                     

The Northfield City Council hereby approves temporary on-sale intoxicating liquor license limited to malt liquor (strong beer) for Imminent Brewing, LLC for the Tour de Save event on July 29, 2017 at the Spring Creek Park Pavilion subject to the following:

a.                     Comply with all conditions of the Tour de Save license agreement and community events policy.

b.                     Applicant is responsible to ensure compliance with all local and state regulations.

c.                     Non-compliance with conditions will result in the license being revoked.

d.                     License shall be issued upon:

1.                     Completion and submission of all required documents.

2.                     Approval of event layout by the Chief of Police.

 

Summary Report:

The City Council is being asked to approve the above motion for a temporary liquor license for Imminent Brewing LLC for the Tour de Save event on July 29, 2017 at Spring Creek Park.  Temporary on-sale liquor licenses are approved by the City and issued by the Minnesota Department of Public Safety Alcohol and Gambling Enforcement Division. 

 

Staff met with representatives of Imminent Brewing, LLC and the Tour de Save event to review the event.  Tour de Save is a fundraiser bike tour for SAVE (Suicide Awareness Voices of Education).  There are four routes from 10 miles to 62 miles.  There is a picnic held at the park following the ride.  The expected attendance for the ride is 200 - 225 people, with approximately 40-50 people at a time attending the picnic between 10 am - 2:30 pm.  Riders arrive at the park at different times depending on the length of the ride they chose, participate in the picnic and then leave. 

 

In addition to clubs, charitable, religious, or other nonprofit organizations, the city may issue to a brewer who manufactures fewer than 3,500 barrels of malt liquor in a year or a microdistillery a temporary license for the on-sale of intoxicating liquor in connection with a social event within the municipality sponsored by the brewer or microdistillery.  Temporary licenses are limited to a total of 12 days per year, to any one organization or any one location within a 12-month period. 

 

Alternative Options:

The City Council could delay action, deny the temporary liquor licenses, or amend or modify the conditions to the approval of the temporary liquor licenses. 

 

Financial Impacts:                     

The City receives $350 for this temporary liquor license. 

 

Tentative Timelines:                     

Licenses must be sent to the Minnesota Alcohol & Gambling Enforcement Division for review and approval at a minimum of 30 days prior to the event.
