Consider Approving Easement Agreement with Northfield Golf Corporation

Action Requested:                     

The Northfield City Council approves of a perpetual easement for drainage and utility purposes with the Northfield Golf Corporation.  

 

Summary Report:

The City of Northfield was approached by the Board members of the Northfield Golf Course regarding the maintenance schedule of the pond located on Golf Course property off of Spring Creek Road near Hole #11 due to a noticeable sediment delta that has formed within the pond area.  It was discovered through conversations with the Golf Course Board that the City of Northfield performed a pond clean-out project on this particular pond back in 1998.  City of Northfield as-built records confirm this. 

 

The Golf Course Pond is located on the main channel of Spring Creek.  Attachment 2 shows a portion of the adjacent public infrastructure and contributing watershed that drains to Spring Creek, and ultimately through the Golf Course Pond.  Due to the fact that stormwater from public infrastructure drains through the Golf Course Pond, staff recommends the acquisition of this easement to ensure maintenance activities can be performed on the pond.  No maintenance activities are currently scheduled at this time.  Upon completion of the City pond assessments, this pond will be weighted against the other needs in the system. 

 

Alternative Options:

The City Council could decide not to approve the easement acquisition.

 

Financial Impacts:                     

A fee of $1.00 is proposed for the acquisition of the easement, along with staff and legal time to draft the easement agreement.
