2017 Street Reclamation Project - Marvin Lane Sidewalk Consideration

Action Requested:
The Northfield City Council makes a Motion to direct staff to update the 2017 Feasibility Report to incorporate sidewalk on Marvin Lane. (Note: this motion only requires a simple majority, however when the improvement is ordered it would require 6/7 votes)

Summary Report:
On January 17, 2017 the City Council accepted the Feasibility Report for the 2017 Street Reclamation project and called for the improvement hearing. At the meeting there was discussion about sidewalk connectivity primarily focused in the Maple/Ninth/Nevada area. An overall map of sidewalks was provided to Council at the improvement hearing (Attachment 1). Also, leading up to the improvement hearing held on February 7, 2017 staff received inquiries about adding sidewalk on Marvin Lane.

Since the feasibility report did not include sidewalk on Marvin Lane, and the hearing notice sent to residents did not identify sidewalks on Marvin Lane, staff verified with our bond counsel of Kennedy & Graven that we would need to update the feasibility report and hold another improvement hearing. This would push back the project schedule by about a month (Attachment 2). With the scope of the reclamation work, staff is not concerned with missing the construction season, nor have difficulty getting the project completed this year, if the project was pushed back a month.

If sidewalk was added to Marvin Lane, staff would recommend placement on the south side of the road along with narrowing the street to 32 feet wide from 36 feet wide.
