Consideration of Cost Participation in the County Road 1 Pedestrian Underpass and Trail Improvements.

Action Requested:
The Northfield City Council approves the Resolution authorizing funding participation for the County Road 1 Pedestrian Underpass and Trail.

Summary Report:
On November 15, 2016 the City Council passed Resolution 2016-113 (Attachment 1) indicating the City's willingness to participate in the cost share for the non-motorized improvements on County Road 1. Within the resolution the City also discussed future participation for the trail on the north side of County Road 1. However, after the project stakeholder group met in December (which includes the County, Township, Dundas, and Northfield) the focus of the County is on the underpass and the trail on the south side from the underpass to Highland Parkway.

The City, by passing the resolution, indicated a willing commitment of $103,000 towards the project with a contingency on the south side trail contribution. Upon passing of the resolution and the City's financial interest, the City of Dundas also passed an initial commitment of $100,000 and the township was still determining their contribution.

The project stakeholder group met again in December after the initial commitments of $203,000 was received. The County indicated if the Cities and Township can get to a participation level of 50% or $260,000 the County would consider funding the other half. With an increased financial commitment from the Cities and Township, the County would be willing to finance the partners cost interest-free and cap the amount should costs change through final design and construction.
