Consideration to Authorize Advertisement for Bid for WWTP Lift Pump No. 3 Replacement Project.

BODY

Action Requested:

The Northfield City Council approves the attached Resolution Authorizing Advertisement for Bid for the WWTP Lift Pump No. 3 Replacement Project WSTR2017-J10.

Summary Report:

The City Council is asked to authorize staff to advertise for bid the WWTP Lift Pump No. 3 Replacement Project. The Plans and Specifications have been prepared by Bolton and Menk, Inc. to replace the failing lift pump No. 3.

At the wastewater treatment plant (WWTP), there are three main lift pumps that lift the wastewater from the collection system to an elevation to start treatment at the plant. For the WWTP to operate properly, at least one of the three lift pumps is in constant operation. Depending on the flow to the WWTP, two or three pumps may be required to pump the incoming wastewater to the plant.

Lift Pump No. 3 has been in service since 2001 with multiple rebuilds during that time. Currently, the lift pump is creating alarms that are causing the pump to fail to run when it is required. Staff has troubleshot the pump, motor and variable frequency drive (VFD). Staff determined that all of the components of the pump (pump, motor and VFD) are failing and need to be replaced.

Staff has worked with Bolton and Menk, Inc. to prepare plans and specifications for a replacement lift pump. The proposed lift pump will be of equal operating capabilities as the original lift pump.

Alternative Options:

The City Council can reject the plan to advertise for bid, which staff does not recommend based upon the current need for the new pump.

Financial Impacts:

The budget for this project is $200,000 which is included in the wastewater fund.
