Staff recommends approval of the Motion authorizing RFP for Pond Assessments.

Summary Report:
The City of Northfield uses a system of stormwater management ponds to effectively treat stormwater runoff. These stormwater management ponds are designed to retain solids and associated pollutants prior to moving on to receiving water. (i.e. Cannon River, Spring Creek).

As part of the City of Northfield's efforts to maximize the effectiveness of stormwater management ponds located in the City, a proposed pond assessment is recommended to survey and analyze these ponds to determine maintenance needs and effective performance.

A total of 48 owned/operated stormwater management ponds within the City have been identified to be surveyed to determine life expectancy based on historical and anticipated future loadings. Of these stormwater management ponds surveyed, 10 ponds with the highest percentage of sediment accumulation will be sampled and tested for pollutants. The sediment testing is done to assist in determining the costs of disposal of removed sediment.

Once these sediment tests are completed, project cost estimates for each of the 10 ponds identified will be calculated for the removal, hauling, disposal, site restoration, engineering and any other costs associated with the suggested maintenance. The reason for selecting 10 ponds is that it will assist in the development of a 5-10 Capital Improvement Plan for our maintenance needs. This will assist in establishing the storm water utility rate to facilitate these maintenance projects.
