Consider Adopting the 2016 / Payable 2017 Tax Levy

Action Requested:
The Northfield City Council passes a final levy for the City of Northfield.
Summary Report:
The attached resolution has the final levy. Staff has made budget cuts to the General Fund of approximately $250,000 since the preliminary numbers were received from directors and managers. We are comfortable recommending the General Fund piece of the levy be passed at $5,512,070.
The NCRC operations piece of the Levy is remaining the same. This is the money that is used to supplement running the facility, as rental rates are lower than market; therefore the facility is not able to sustain itself without help from the City. Staff is recommending keeping the levy the same as prior years at $189,475.
The Park Fund, City Facilities Fund, and Vehicle and Equipment Replacement Fund were all lowered after the preliminary levy. Staff has included a modest 5% increase to each of the levies. This will ensure the City will have money for the future Capital Items.
Park Fund $ 94,500
City Facilities Fund $ 42,000
Vehicle & Equipment Fund $ 315,079
Alternative Options:
Council may pass a levy equal to or lower than the preliminary levy. This is not recommended as it will affect City service levels.
Financial Impacts:
The levy is the main source of revenue for the City.
Tentative Timelines:
The final levy must be passed in December for remittance to the County.
