Staff recommends approval of the Resolution to Authorizing Grant Application with the Minnesota Amateur Sports Commission for the Purchase of an Electric Ice Resurfacer for Use at the Northfield Ice Arena.

Summary Report:

The City Council is being asked to approve the submission of a grant application to the Minnesota Amateur Sports Commission (MASC) for the purchase of an electric ice resurfacer to be used in the Northfield Ice Arena.  The Mighty Ducks Grant Program allows for conversion from propane ice resurfacers to electric for indoor air quality improvements.  Propone-powered ice resurfacing machines do have the potential to cause short- and long-term health problems if there were failures in our air monitoring and exchange systems in the arena.

The existing propone Zamboni was purchased in 2007 and is reaching the end of its life.  It is identified for replacement in the current CEP in 2017.   With the replacement of the current Zamboni from propane to electric, it will eliminate the need for the City to monitor the indoor air quality for emission.

The grant application deadline is October 3, 2016 and staff has reached out to the grant program administrator to let them know the City intends on submitting pending council authorization on October 4.  The grant administrator indicated that they would accept the City’s grant application.  Staff will be requesting $50,000 from the MASC for this purchase, which requires at least a 1 to 1 match of City of Northfield funds.  If granted, the purchase would occur in 2017.

Financial Impacts:                     

We are requesting $50,000 from the James Metzen Mighty Ducks Grant Program and a 1 to 1 match from the City of Northfield.  Actual purchase price of the Zamboni is $132,131.70; trade in value for the current Zamboni is $22,000 leaving a final purchase cost of $60,131.70 if the grant is approved and we trade in the current Zamboni.  There will also be an additional cost of $1,435.00 for electrical to connect with the charging station necessary for the electric Zamboni.  Staff is very optimistic that this grant is achievable as candidates are given stronger consideration with a larger than 1 to 1 ratio of cost to grant.

 

Tentative Timelines:                     

The MASC James Metzen Mighty Ducks grant application is due October 3, 2016.
