Consideration to Accept Bids and Award Project - Well House No. 6

Action Requested:
Staff recommends approval of the Resolution Accepting Bids and Awarding the Contract for the 2015 Well House No. 6 Project (WATR2015-K07). This action requires a super majority (5/7) vote for the budget amendment.

Summary Report:
The City Council is asked to award the contract for the Well House No. 6 Project (WATR2015-K07). The plans and specifications were completed by Bolton & Menk, Inc. At the August 2, 2016 City Council meeting, the Council authorized the advertisement for bids for the above-referenced project via Resolution 2016-077. The project was advertised as required by Minnesota Statute. The ad for bid was published in the Northfield News and on the MnDOT eAdvert site.

The City received four responsive, competitive bids, which were publicly opened and tabulated on September 1, 2016 at 2:00 p.m. The lowest responsible bidder is Municipal Builders, Inc. with a base bid of $733,500.00 and add alternate item No. 1 for the park shelter with a bid of $91,000. This bid was under the engineers estimate of $865,800 for the base bid and adding alternate item No. 1 engineers estimate of $91,000.

Staff recommends approval of both the base bid along with adding alternate item No. 1.

Alternative Options:
The City Council can choose not to award the project with alternate 1, however staff feels the well and picnic shelter look complement the park and are recommending including it.

Financial Impacts:
The project budget is $900,000 for the construction of the well house. With the bid received and the contingency of 10%, the project is about 9% above the project budget. Staff is requesting Coun...
