Action Requested:
The Northfield City Council is asked to approve a Resolution directing City Administrator to sign the Master Subscriber Agreement and Request for MGA Login Account for the New MGA Court Records system to grant access for the City Criminal Attorney, Eckberg-Lammers.

Summary Report:
The State of Minnesota has recently mandated all counties and cities to utilize a new electronic court records system, referred to as the New MGA. In order for our City Criminal Attorneys, Eckberg-Lammers, to properly prosecute criminal cases for the City of Northfield, they must have access to the new system. See the attached "Eckberg-Lammers MGA Request" from Tom Weidner for details regarding the request.

Eckberg-Lammers is requesting the City Council to approve the City Administrator to sign the New MGA Master Subscriber Agreement and the New MGA Account Login Request on behalf of Northfield; see attachments. Eckberg-Lammers will then submit the documents to the state to receive access to the New MGA system as "Government Subscriber's Individual User;" see attached Subscriber Agreement, Section 2-Definitions, subd. 2.8.

Access to this system is extremely important and mandated by the state to access court records for criminal justice purposes. Over the last 10 months, the police department has also made changes to utilize the New MGA for our own accesses to the state court records system.

For reference, at the July 19th City Council Meeting, the City Council approved a JPA that granted Eckberg-Lammers access to the BCA - Department of Public Safety system used to access driver records. That JPA and the related state system, are completely different, an...
