Action Requested:
The Northfield City Council considers a Resolution designating a signee for 2014 Federal Recreation Recreational Trail Program Grant (#0033-14-4D).
Summary Report:
The City of Northfield applied for and was awarded a Federal Recreational Trail Program Grant in 2014 of $120,000 for the East Cannon River Trail Project. The City of Northfield is following the grant award process whereby upon the DNR receiving and approving all environmental documentation they prepare the formal grant agreement (attachment 2).
Below is a summary of the MnDNR grant application and award process. This process is quite extensive and involves various tasks that are required to be approved by numerous MnDNR divisions.

The environmental documentation was completed, and now the City has received the executable grant agreement from the DNR. Staff is recommending the authorization of the Mayor and City Clerk to be designated as the signees for this grant agreement.
Financial Impacts:
Designating a signee, and executing this grant agreement, will allow for staff to submit for reimbursement for expenditures associated with the East Cannon River Trail Project.
Tentative Timelines:
If Council chooses to execute this grant agreement, there are four reimbursement requests allowed for expenditures. Likely the first reimbursement will occur when the East Cannon River Trail is 50% to 75% complete.
