Consideration to Accept Bids and Award Contract for the Wastewater Treatment Plant (WWTP) Ultra Violet Disinfection Replacement Project.

Action Requested:
Staff recommends approval of the Resolution Accepting Bids and Awarding the Contract for the Wastewater Treatment Plant (WWTP) Ultra Violet Disinfection Replacement Project -WSTR2016-J07 (Attachment 1).

Summary Report:
The City Council is asked to award the contract for the Wastewater Treatment Ultra Violet Disinfection Replacement Project (WSTR2016-J07). The plans and specifications were completed by Bolton & Menk, Inc. at the August 2, 2016 City Council meeting. The Council authorized the advertisement for bids for the above-referenced project via Resolution 2016-078. The project was advertised as required by Minnesota Statutes. The ad for bids was published in the Northfield News and on the MnDOT eAdvert site.

The City received four responsive, competitive bids, which were publicly opened and tabulated on August 25, 2016 at 2:00 p.m. The lowest responsible bidder is Gridor Construction. with a bid of $423,600.00. This bid was under the engineer's estimate of $693,088 (Attachment 2).

Alternative Options:
The City Council can reject the bid from Gridor Construction, which City staff does not recommend. If the City Council chooses to do so, City staff would have to continue to operate the current ultra violet disinfection system with fewer parts being readily available for maintaining operation.

Financial Impacts:
The total project cost is funded from the Wastewater Enterprise Fund, through bonds that were sold in August. With the award of this project, the anticipated total project cost will be $567,754.00, which is $...
