Title
Consider Approving Community Event In Kind Grant Award.

Body
Action Requested:
The Northfield City Council approves:
1) The United Way Kick Off, Crop Walk, Turkey Trot and Jingle Bell Run community events;
2) In kind Community Grant Support for the United Way Kick Off Event in the amount of $250 and; Determines that the event 1) promotes the health, safety, and welfare of the city, and 2) does not have as its primary objective the benefit of a private interest; and
3) Authorizes staff to enter into license agreements with event sponsors using the City's Cooperative license agreement template for community events as shown in attachment 2.

Summary Report:
The 2016 budget includes $42,175 for community event in kind grant support. To-date, the City has received 21 community event applications, including six new events. It is anticipated that there will be two additional events, Turkey Trot and Jingle Bell Run. A brief summary of the events is shown on attachment 1. The City Council approved a majority of the events on May 17, 2016.

The community events page on the City's website contains the policy and related information and can be viewed here: http://www.ci.northfield.mn.us/Index.aspx?NID=628 or through the link in attachment 3.

In 2015, Council authorized staff to enter into license agreements with event sponsors using the City's standard cooperative license agreement template for community events (attachment 2). As noted above, this process is proposed for 2016. Other than minor technical updates, the agreement template has been the same since 2014.

Additional requests for in kind grant support will be brought to Council at a future date. Any requested deviations from the community events policy or standard license agreement will also be brought back to Council for review and consideration.
