Consideration to increase funding for the Arbor Street Crosswalk Improvements.

Action Requested:                     

Staff recommends approval of the Resolution authorizing additional funding for the Crosswalk Improvements at the intersection of Trunk Highway 246 and Arbor Street. Note this will require a super majority vote (5/7) for the fund balance transfer. 

 

Summary Report:

Staff received quotes for the crosswalk improvement project on July 29, 2016.  Numerous contractors were solicited for the work and the City received three quotations for the work.  The quotes also had a deduct alternate to remove the bumpout if funding for the project didn’t allow.

 

This item is back before council due to costs coming in over the project budget.  The project can still move forward with the original approved budget, however, the bumpout and rectangular rapid flashing beacon need to be removed to keep the project in line with the authorized funding.

 

The approved project funding is $124,000 with the City share $104,000 and the School District share $20,000.  At the July 5 Council meeting additional funding was not set aside for the addition of the bumpout as it was hopeful the bids would allow for it.  Staff had a project contingency of 20% beyond the normal 10% to try to offset variability in the quotes with the tight construction timeline.  However, bids still came in over the project budget.

 

A summary of the authorized funding and bid cost is shown in the table below.  To fund the project with the bumpout and RRFB an additional $37,600 is needed.

Alternative Options:

 

a.                     The RRFB could be removed from the project - it was bid at $36,000.  Funding for the project wouldn’t need to be adjusted, and the bumpout could be built.  Staff would be asking Council to authorize the execution of a change order to remove the RRFB from the project (Attachment 2).

 

b.                     The bumpout and RRFB could be removed from the project and no changes to project funding would be necessary, except for the execution of a change order to remove the RRFB (Attachment 3).

 

Financial Impacts:                     

The City’s financial commitment would be $141,600.  A General Fund balance transfer of $104,000 for the project has already been done.  An additional General Fund balance transfer of $37,600 to the Capital Reserve Fund is required. 

 

 

Tentative Timelines:                     

Construct in August of 2016.
