Consideration to Authorize Utility Relocation for Woodley Apartments.

Action Requested:
Staff recommends approval of the Resolution authorizing the Utility Relocation for the Woodley Apartment project. Note this will require a super majority vote (5/7) for the fund balance transfer.
Summary Report:
City staff has been working with a local builder since 2014 to develop an infill parcel at 1012 E. Woodley St. During the site plan review process, it was discovered that a City owned sanitary sewer line is located outside of its utility easement. All public utility infrastructure must be contained within a permanent easement for protection of the utilities, access, and maintenance.
To resolve the issue, the City is proposing to relocate a portion of the sewer line and water line and adjust the easement on the development property. The 1012 E. Woodley portion of the line will be moved back into the easement as it is interfering with the construction of the apartments. A new easement will be created over the existing location of the utility lines on the following properties: 1102, 1104, 1106, and 1108 Woodley St.
As part of the relocation efforts, staff feels the existing old clay sanitary sewer line and cast iron watermain should be replaced with the relocation project. This will ensure that after development occurs the City will not need to repair/replace these lines in the near future.
The City has an engineer's estimate to complete the utility relocation. The costs are summarized below:
