Consideration of the Certificate of Appropriateness for the Rehabilitation of Bridge Square and Riverside Park Project.

Action Requested:
The Heritage Preservation Commission will review and approve the Certificate of Appropriateness for the Rehabilitation of Bridge Square and Riverside Park Project.

Summary Report:
The City of Northfield adopted the Riverfront Enhancement Action Plan and prioritized the rehabilitation of Bridge Sq. as one of the first action steps. The City has engaged and planned for this project and worked with HPC and the SHPO to review and address the historic characteristics of Bridge Sq. and Riverside Park to ensure the changes are appropriate.

The City's Land Development Code (LDC), in Section 8.5.8 outlines the Heritage Preservation Commission's Certificate of Appropriateness process and approval criteria. The HPC shall consider the following in evaluating an application for a certificate of appropriateness for a zoning certificate and/or building permit. Criterion (A) below must be met and criteria (B) through (G) shall be considered:

A. For all applications, the proposed action fully complies with all applicable requirements of the LDC:

This finding is met. The site is located in the C1-B: Downtown zoning district and within the H-O: Historic Overlay District, however, due to the history of the site, they have not been zoned, and are included in the right-of-way on the official zoning map. The proposed work is consistent with the requirements of the C1-B, and PB-S: Public Benefit District. The proposed lighting is consistent with the City's Dark Sky Ordinance.

The proposed work is consistent with the Downtown Preservation Design Guidelines, and the Secretary of the Interior's Standards for the Treatment of Historic Properties, as identified in the LDC.
