Consider Approval of 2025-2027 Consultant Services Contract for the Convention and Visitors Bureau (CVB).

BODY

Action Requested:                     

The Northfield City Council approves a motion approving the 2025-2027 Consultant Services Contract with the Northfield Area Chamber of Commerce & Tourism.

 

Summary Report:

The current contract between the City and the Chamber for CVB services ends December 31, 2024.  Attached is a redline version of the contract (attachment 1) and a clean version of the contract (attachment 2). 

 

Also attached is a certificate of insurance (attachment 3) and the current CVB Policies and Processes (attachment 4).

 

The Economic Development Coordinator has been attending the CVB board meetings in accordance with Section IIB. to serve as a staff liaison to the CVB.  City Code Chapter 74 Taxation (attachment 5) and Minnesota Statute 469.190 (attachment 6) are attached for reference.

 

A presentation from Northfield Area Chamber of Commerce & Tourism President, Jane Bartho, will be a separate item on this meeting agenda.

 

Alternative Options:

The Council could choose to modify the 2025-2027 CVB contract.

 

Financial Impacts:                     

Funding is provided from the 3% lodging tax collected on all lodging rooms within the City.  95% of the tax collected is used to fund a local convention or tourism bureau for the purpose of marking and promoting the City as a tourist or convention center.  The remaining 5% is used by the City for administrative fees.  No proceeds of the lodging tax shall be distributed to the Chamber for CVB services until the budget has been approved by the City Council. 

 

Tentative Timelines:                     

The new contract will go into effect on January 1, 2025.
