Consider Accepting Bids and Awarding Contract - TH-3 Streetlight Replacement Project.

Action Requested:
Staff recommends approval of the attached Resolution accepting bids and awarding the contract for the TH-3 Streetlight Replacement Project (STRT2025-A82).

Summary Report:
The City Council is being asked to award the contract for the TH-3 Streetlight Replacement Project STRT2025-A82. The Plans and Specifications were completed by Short Elliott Hendrickson Inc., and at the December 3, 2024, City Council Meeting, the Council authorized the advertisement for bids via Resolution 2024-126. The ad for bid was published in the Northfield News and Trade Publications.

The City received eight (8) competitive bids (Attachment 2), which were publicly opened and tabulated on January 16, 2025 at 2:00 p.m. The bids ranged from $153,831.00 to $233,150.00 with the lowest responsible bidder being River City Electric Co. with a total bid amount of $153,831.00. The bid came in 33% below the engineers estimate of $229,500.00.

Staff is recommending that the project be awarded.

Project Background
The streetlights along Trunk Highway 3, from Fremouw Avenue to 700 feet south of Greenvale Avenue West, are planned for replacement with new poles and luminaire fixtures. The existing steel poles, installed in 1998, have reached the end of their service life due to significant rusting at their bases, necessitating replacement.

The electrical lines will remain intact, and the service cabinet was recently replaced in 2024 following a motor vehicle accident.
