Consider Relocation of Parklet from the 300 Block of Division Street (2 vehicle parking stalls in front of 319 Division & 315 Division) to the 300 Block of Water Street (2 vehicle stalls in front of 304 Water Street).

Action Requested:
The Northfield City Council approves a motion to direct staff to place the parklet that has been placed on the 300 Block of Division Street (2 vehicle parking stalls in front of 319 Division & 315 Division) to the 300 Block of Water Street (2 vehicle stalls in front of 304 Water Street) for seasonal installation until such time as changed by action of the City Council.
Summary Report:
The Han's Kitchen has requested the parklet be relocated for the 2025 season to be placed in two parking stalls in front of 304 Water Street. Mayor Zweifel brought this issue forward to be requested to be on the agenda for consideration. City staff are supportive of the request.
During COVID the City built two parklets that have been placed annually downtown for more public seating. There is no current policy but Council determines use of these parking stall right of ways. Staff has been re-implementing the relocations unless requested otherwise.
If a business requests the parklet, the City requests the business assist in keeping the tables cleaned, garbage collected, and umbrellas open and closed.
Moving forward, staff is reviewing policies and potential planning for parklet management in the future in collaboration with the Friends of Downtown. This work is occurring in 2025 over the summer with plans to bring back for further discussion for implementation in the Spring of 2026.
Alternative Options:
Council could elect not to relocate the parklet (would stay at prior location).
