Action Requested:
The Northfield City Council approves Permanent and Temporary Easement Agreements with the following properties:

Summary Report:
The City Council has approved the construction contract for the 2025 Reclamation and Overlay Project. City Staff have worked with the above-mentioned property owner affected by the proposed project to acquire permanent and temporary construction easements (Attachment 1). These easements are a required part of the project process to complete the improvements as designed to include a cul-de-sac turnaround on the dead end of Industrial Drive. This turnaround will allow vehicles a means of turning around without entering private property.
All permanent and temporary easement agreements have been signed by the property owners and are ready for execution.
Alternative Options:
The City Council could decide not to accept these easements; however, the project will not be able to proceed as designed.
Financial Impacts:
The City of Northfield contracted with a Professional Appraisal Company to perform a market value analysis for the proposed acquisition. A total of one permanent and one temporary easement (Attachment 2) are required for acquisition to complete the project as designed. Temporary construction easements were valued at $0.31 per square foot, and permanent easements were valued at $1.52 per square foot in the appraisal report. The acquisition costs are detailed in Attachment 2 for a total amount of $5,500.00.
Tentative Timelines:
The Permanent and Temporary Easements will take affect once the agreement is executed and recorded.
