Action Requested:                     

The Northfield City Council considers the attached Resolution accepting bids and awarding the contract bid for the Sanitary Sewer Lining Project (WSTR2024-J35).

 

Summary Report:

The City Council is asked to award the contract for the Sanitary Sewer Lining Project (WSTR2024-J35). The plans and specifications were completed by Bolton and Menk, Inc. at the April 2, 2024 City Council Meeting. The City Council authorized advertisement for bids for the above-referenced project via Resolution 2024-039. The project was advertised as required by Minnesota Statue. The ad for bid was published in the Northfield News and on the Quest cdn site.

 

The City received two responsive, competitive bids, which were publicly opened and tabulated on May 2, 2024 at 2:00 p.m. The lowest responsive bidder was Insituform Technologies USA, LLC with a lump sum bid of $578,624.08. The bid was over the engineer’s estimate of $519,888.60.

 

Bolton and Menk, Inc. reviewed the bids (Attachment 2) and staff recommends approval of the lowest bid.

 

Alternative Options:

The City Council can choose not to award the project; however, staff does not recommend this due to excessive root intrusion in the sewer lines.

 

Financial Impacts:                     

The total project cost is expected to be $578,624.08 which is over the budgeted $500,000 for the project.  The wastewater fund cash balance can cover this additional $78K. The bids were competitive and the project will result in less inflow and infiltration into the sewer system as well as less staff time for maintaining sewers that have large amounts of roots in them.

 

Tentative Timelines:                     

Project work is planned to be completed by November 1, 2024.
